As a membership organization that doesn\u2019t return profit to shareholders or private owners, our sole focus is on supporting libraries. This means that finding ways for libraries to provide better <a href=\"https:\/\/www.oclc.org\/en\/open-access.html\">access to open content<\/a> is a priority. One effort underway right now is the <a href=\"https:\/\/www.oclc.org\/research\/areas\/user-studies\/open-access-discovery-netherlands.html\">Open Access Discovery project<\/a> in partnership with two Dutch library consortia\u2014Universiteitbibliotheken en Nationale Bibliotheek (UKB) and Samenwerkingsverband Hogeschoolbibliotheken (SHB).<\/p>\n<p><!--more--><\/p>\n<h2>Open doesn\u2019t always mean visible<\/h2>\n<p>In 2017 the Netherlands National Programme Open Science (<a href=\"https:\/\/www.dtls.nl\/national-programme-open-science\/\">NPOS<\/a>) set the goal to achieve full open access (OA) to publications (100% OA in 2020) for all educational institutions and research domains in the Netherlands. Dutch academic libraries have invested major efforts and resources to realize this goal and continue to do so. However, as anyone who works in libraries knows, just because something is \u201cavailable\u201d doesn\u2019t mean it\u2019s easy to find or access.<\/p>\n<p>The Open Access Discovery project is investigating how Dutch libraries integrate OA publications into their users\u2019 discovery workflows. We hope the research will provide valuable evidence for libraries wanting to make their own discovery practices surrounding OA publications more effective. We interviewed library staff at seven universities and universities of applied sciences. We asked them about:<\/p>\n<ul>\n<li>Exposing metadata for OA publications produced at their institution<\/li>\n<li>Selecting and adding OA publications to their library collections<\/li>\n<li>Helping their campus community discover OA publications<\/li>\n<li>Collaborating with others to improve OA discoverability<\/li>\n<\/ul>\n<p>The interviews were followed with a survey of their user communities. Users were asked about their experience searching for scholarly peer-reviewed publications, the barriers they encountered during access, and their experience with open access. Our data analysis is well underway, and we\u2019re excited to begin sharing our findings.<\/p>\n<h2>Why a library community focus matters<\/h2>\n<p>Our hope is that the findings from the Open Access Discovery project will help libraries:<\/p>\n<ul>\n<li>Improve users\u2019 discoverability experiences<\/li>\n<li>Develop and refine key measures needed to assess discoverability of these resources<\/li>\n<li>Work with key stakeholders to inform needs and strengthen workflows<\/li>\n<\/ul>\n<p>This fits into broader OCLC efforts to promote OA content, including:<\/p>\n<ul>\n<li><a href=\"http:\/\/www.worldcat.org\/\">WorldCat.org<\/a>: Delivers a <a href=\"https:\/\/www.worldcat.org\/topics\/open-content\">simple open access checkbox filter<\/a> to promote easy discovery of open content<\/li>\n<li><a href=\"https:\/\/www.oclc.org\/en\/worldshare-ill.html\">WorldShare ILL<\/a>: Enables library staff to identify OA versions of requested titles so they can offer direct OA fulfillment\u2014<a href=\"https:\/\/www.oclc.org\/en\/tipasa.html\">Tipasa<\/a> can further automate these processes<\/li>\n<li><a href=\"https:\/\/www.oclc.org\/en\/worldshare-collection-manager.html\">Collection Manager<\/a>: Supports management of more than 950 open collections in the WorldCat knowledge base<\/li>\n<li><a href=\"https:\/\/www.oclc.org\/en\/partnerships.html\">OCLC publisher partnerships<\/a>: Provide library users with access to millions of fully or hybrid peer-reviewed, open-access materials<\/li>\n<\/ul>\n<p>Our research and engagement with the worldwide community of libraries is a critical part of our success. It allows us to be forward-looking as we identify new phenomena of interest and importance and show our commitment to supporting libraries in the work they do.<\/p>\n<hr \/>\n<p><em>OCLC has been publishing reports and articles since 1979\u2014producing <a href=\"https:\/\/www.oclc.org\/research\/publications.html\">more than 1,000 publications<\/a>. All of this work revolves around the library community. And all of it is freely available, open to library workers, partners, and the general public.
